Driverless taxis are coming to London
London's taxi and private hire industry could be approaching one of its biggest changes in decades as autonomous vehicles prepare to move from experimental technology to real passenger services.
Driverless taxis, often called robotaxis, are already carrying paying passengers in several US cities. Now the technology is being tested on London's streets, raising an important question: what will autonomous vehicles mean for black cabs, minicabs, private hire operators and airport transfer services?
Waymo, one of the world's best-known autonomous driving companies, is currently testing its distinctive Jaguar I-PACE vehicles around London as it prepares for a potential commercial service.
For passengers, a car arriving without a driver may initially seem futuristic. But autonomous taxis are moving much closer to becoming a genuine part of London's transport network.
Londoners may already have spotted Waymo vehicles on the capital's roads.
The cars are relatively easy to recognise because of the cameras, sensors and other equipment positioned around the body and roof.
At present, these vehicles are being used for mapping, testing and safety validation. Waymo says its London testing covers numerous boroughs, including Westminster, Camden, Kensington and Chelsea, Southwark, Lambeth, Greenwich, Wandsworth and the City of London.
During this testing phase, Autonomous Specialists remain inside the vehicles.
Waymo's ultimate objective is very different: a passenger would request a vehicle through an app, the car would arrive and complete the journey without a human driver behind the wheel.
The company has said it intends to introduce fully autonomous ride-hailing in London, subject to receiving the necessary regulatory approvals.
The arrival of robotaxis is not simply a technology experiment.
Britain has been developing a legal framework that allows companies to move towards commercial autonomous passenger services.
The government's self-driving vehicle pilot scheme allows companies to apply to operate automated vehicles without a safety driver, provided they satisfy the required vehicle, operational and safety standards.
London has an additional consideration because operators wishing to run automated passenger services in the capital require the appropriate regulatory permissions, with Transport for London playing an important role in the approval process.
The wider Automated Vehicles Act framework is expected to become fully operational from the second half of 2027.
This means the next few years could be particularly important for London's passenger transport industry.

For operators, meanwhile, automation could eventually change one of the largest costs associated with passenger transport: the driver.
However, removing the driver also removes something that technology cannot always replicate — personal assistance.
Predictions that autonomous vehicles will completely eliminate London's black cab should be treated cautiously.
The black cab performs a more specialised role than simply transporting someone between two GPS coordinates.
London taxi drivers have extensive knowledge of the capital, while purpose-built taxis provide accessibility features and the ability to pick up passengers from the street without an advance booking.
Human drivers can also respond to unusual situations in ways passengers may value — helping someone with mobility difficulties, handling luggage, understanding an unclear destination or adapting when a passenger's plans suddenly change.
Robotaxis, however, could compete particularly strongly with app-based private hire journeys where the passenger simply enters a collection point and destination and expects transport between the two.
If autonomous vehicles eventually prove reliable, safe and competitively priced, they could become another significant competitor in London's already crowded passenger transport market.
Airport transportation provides a useful example of where the difference between a simple car journey and a complete passenger service becomes important.
Taking someone from an address to Heathrow Airport may be relatively straightforward for an autonomous vehicle.
An airport collection can be considerably more complicated.
Flight delays, terminal changes, airport parking restrictions, designated collection areas and passengers unfamiliar with London can all affect the journey.
A traditional Meet & Greet airport transfer can also involve a driver entering the terminal, meeting passengers in arrivals, helping with luggage and accompanying them to the vehicle.
A driverless vehicle cannot currently reproduce that complete human service.
Families travelling with substantial luggage, elderly passengers, groups and international visitors may therefore continue to value pre-booked airport transfers even if autonomous vehicles become commonplace.
Nevertheless, automation could eventually become part of airport transportation, particularly for straightforward point-to-point journeys.
Perhaps the most important question surrounding autonomous vehicles is safety.
Waymo says its vehicles have accumulated more than 100 million miles of fully autonomous public-road driving in the United States, giving the company an increasingly substantial body of real-world operating data.
The argument in favour of autonomous driving is that computers do not suffer many of the problems associated with human drivers. They do not drink alcohol, become sleepy, check their mobile phones or lose concentration after a long working day.
But London presents a particularly demanding environment.
Its road network includes narrow streets, complex junctions, cyclists, pedestrians, buses, motorcycles, roadworks and countless unpredictable interactions between different road users.
Successfully operating in wide American streets does not automatically mean a vehicle will perform equally effectively in every situation encountered in central London.
Testing and regulation will therefore be crucial before driverless services can expand significantly.
Technical capability is only one part of the challenge. Passengers must also be willing to get inside.
Research highlighted by the London Assembly in 2026 found substantial public caution towards driverless vehicles, despite London respondents showing more confidence in the technology than people elsewhere in the UK.
That may change rapidly once people have the opportunity to experience autonomous vehicles themselves.
The transition from staffed lifts to automatic lifts provides an interesting historical comparison. What initially appeared unusual eventually became so normal that most people rarely think about the absence of a lift attendant today.
Whether driverless cars follow the same path remains to be seen.
The biggest long-term issue for London's taxi and private hire sector is employment.
Thousands of people currently earn their living driving black cabs, private hire vehicles, chauffeur cars and airport transfer vehicles.
Large-scale autonomous fleets could eventually reduce demand for some driving jobs, particularly if the economics of operating a driverless vehicle become substantially cheaper than employing a driver.
But the transition is unlikely to happen overnight.
Autonomous fleets still require people for cleaning, maintenance, charging, customer assistance, remote support and fleet management. Human-driven services may also continue alongside autonomous vehicles for journeys where passengers value assistance or a more personalised service.
The result could be a more diverse market rather than the immediate disappearance of professional drivers.
Waymo is attracting considerable attention, but it is not the only company interested in autonomous passenger services in London.
Several businesses have publicly discussed plans involving driverless technology in the capital, meaning London could eventually have competing autonomous transport platforms rather than a single robotaxi provider.
That competition could accelerate development and potentially put pressure on journey prices.
It could also force existing taxi and private hire businesses to differentiate themselves more clearly through service quality, reliability, specialist vehicles, airport expertise and personal assistance.
London's passenger transport industry has repeatedly adapted to technological change.
Telephone bookings changed how minicabs operated. Satellite navigation reduced dependence on drivers' local knowledge. Online booking transformed reservations. Smartphone apps then changed passenger expectations around tracking, payments and vehicle availability.
Autonomous vehicles could represent the next major stage.
Whether they eventually replace a significant proportion of London's human-driven taxis or simply become another transport option will depend on safety, regulation, pricing, reliability and — most importantly — what passengers actually choose.
For airport passengers in particular, there will remain an important distinction between transporting a person from A to B and providing a complete transfer service.
The technology is advancing quickly, but London's black cabs, private hire vehicles and professional airport transfer drivers are unlikely to disappear overnight.
What seems increasingly certain is that they will soon be sharing London's roads with vehicles capable of completing journeys without a driver at all.
